Welcome Doug Pelland as HPN’s new Director, Account Management and Strategic Bids

We’re pleased to share that Doug Pelland has officially joined the Hilltop Partner Network (HPN) team as Director, Account Management and Strategic Bids.

While Doug is now stepping into this new leadership role, he is already a familiar face at HPN after serving as a valued Account Manager and as a representative on the HPN Member Council. He has also been a trusted member of the network since June 2020.

Doug brings over 30 years of senior executive experience in business, information technology, and management consulting, with a distinguished track record leading large-scale transformation initiatives and complex IT portfolios. Most recently, he provided executive leadership to the Enterprise Technology division at Manitoba Shared Health, where he supported the CIO in driving strategic portfolio management and IT organizational effectiveness.

Throughout his career, Doug has excelled in aligning IT and business strategies to achieve operational efficiencies, reduce costs, and lead through change — all while prioritizing stakeholder engagement and sustainable outcomes.

As a member of our leadership team, Doug will continue supporting key client accounts while also guiding the Account Management team in strategic planning, stakeholder engagement, and opportunity development. In addition, he will lead our strategic bids and RFP response function, working cross-functionally to enhance how HPN shows up in proposals and competitive bid processes.

Doug is known for his structured approach, coaching mindset, and his ability to inspire results through clear direction and collaboration. His deep experience across multiple sectors (including healthcare, telecommunications, financial services, utilities, and software), and his strength in areas such as SAP transformation, program governance, and vendor negotiations make him a powerful asset to our team and our members.
